A Coast Guard reenactment, using one of the actual vessels from the accident, shows how difficult it would have been for an oncoming operator to discern the nav lights on a vessel using a spotlight and with the lights of an industrial facility in the background. Both vessels were speeding toward each other at about 24 knots.
