It wii be free, at least in the beginning. They have us in a database however.

It is a fair statute to help monitor derelict boats and help law enforcement be proactively engaged. Derelict boats are a hazard to responsible boaters and the environment.

I think this definition would have resulted in the SS United States being declared "derelict" after it stopped providing passenger service. And much of the mothballed US Navy Reserve fleet in anchorages/moorings, and maybe even some nuclear powered ships waiting for a spot in a maintenance rotation. It is a bad definition.
